Mr. Hillier has reported result of interview in a tele-
gram which will be submitted to you.
The Chinese Delegates have proposed terms providing
the essential safeguard giving the Bank power to withhold
loan funds. These terms appear therefore to offer a basis
for a satisfactory solution and justify our refusal to
accept the conditions in force on the Tientsin Pukow line.
The Delegates laid stress on the importance of remov -
ing the present tension in our relations and suggested, as
an alternative to the above proposals, that we should leave
the Hankow-Szechuan line to the Germans and ourselves take
the Hankow-Canton line. This latter proposal is open to
serious objection and appears to be obviously of German
origin.
